Maplestory Skill Empress's blessing and blessing of the fairy?

Hi guys, i just want to ask about these two skills, when it says every 5 or 10 levels you level, you gain one skill, is it a skill point that can go to anything or only that skill. Also who does this skill apply to cause my highest level doesn't can any but my lowest levels do and when i read the skills description, it says my highest levels name and says of ;A spirit with the power of (my characters name) strengthens the characters. Why doesn't this apply to my high level. so confused. please help. thanks so much
