My empress tree seeds wont grow?

Could anyone in the know give me any advice on how to grow Empress Tree seeds. Mine have been sat slightly under the soil for nearly 4 weeks. We have created a mini greenhouse with cling film and they have been sat on a window sill with a lot of sun. I have been cautious to water them but I have dribbled water in them every few days. Any advice would be welcome.
