Will our dog need qurantine,i am returning from the ukraine to manchester england in september?

our dog has been micro chipped and fully vaccinated against rabies,its blood test was carried out in poland in march 2011,will we still need to have him qurantined for 6 months ? even though its blood test was negative of rabies,this seems a bit harsh.or is there a way we can get him released early.
